As our Gerrymandering Threat Index predicted, the 2021 Redistricting Cycle was rife with partisan gerrymandering. RepresentUs partnered with the Princeton Gerrymandering Project (PGP) to grade and analyze redistricting maps this cycle.

As you explore the data below, there are a couple of key trends to keep in mind. First, redistricting commissions draw fairer maps. On average, states that have a commission drew “B+” maps while states where partisans control the process drew “D+” maps.

Second, only 48 of the 376 congressional seats that have been drawn are competitive. When elections are non-competitive, elected officials are less responsive to their constituents and often cater to political extremes.

Who draws your districts?

Note: For a variety of reasons, some states will not be assigned final letter grades. For those states, we included other relevant metrics including projected partisan breakdown and number of competitive districts.

What are the different types of commissions?

Independent commission: Independent commissions are isolated from politicians, have strong standards for the maps themselves, and use effective structural constraints to prevent partisanship.

Other commission: Some commissions aren’t fully independent or fully advisory. These panels have final approval power over maps, but deviate from the best practices of an independent commission.

Advisory commission: Advisory commissions are panels that don’t have final control over the passage of maps. Some are more effective than others at preventing partisanship depending on the level of influence they have over the map-drawing process.
