The Policy

Proposition 140: Open Primaries + Instant Runoff

Good for voters: Independent voters are the largest group of voters in the state of Arizona. The establishment of open primaries would empower these voters and give them more of a say in elections.

Background

In Arizona, Independent voters have to choose one of the two major party ballots if they wish to participate in taxpayer-funded primaries. There are 1.45 million independent voters in Arizona, one of the largest voter blocs in the states, but unless they want to vote in a different party’s primary they don’t get to have a say on Primary Day. This initiative wanted to change that, by eliminating tax-funded partisan primaries and creating a unified open primary where all candidates run on the same ballot.

Who’s Involved?

This campaign was spearheaded by Make Elections Fair Arizona, and they built a broad coalition of endorsers including Veterans for All Voters, the Southern Arizona Leadership Council, the Greater Phoenix Urban League, the Tuscon Metro Chamber, the Arizona Independent Voters Network, Grand Canyon Institute, and many others.
