In May 2024, lawmakers failed to pass the RCV Local Options bill. Despite this setback, we’ll continue to work with local Minnesota partners on RCV opportunities in 2025 and beyond.

The Policy

Pass HF 3276 which gives municipalities the option to use ranked choice voting in local elections

Background

RepresentUs is supporting in-state groups like Fair Vote Minnesota to pass a bill that would allow municipalities to use RCV in their elections and ease the adoption process. Since 2006, Ranked Choice Voting has been used in a number of municipal elections in places like Minneapolis, Saint Paul, Bloomington, Saint Louis Park, and Minnetonka. In 2023, Minnetonka voters voted to preserve RCV in their city following a high-profile fight.

FairVote Minnesota has been leading the way on RCV in the state for many years, and their work is supported by a number of pro-democracy groups on the ground like Clean Elections Minnesota, We Choose Us, Latino Lead, NAACP, and League of Women Voters of MN. Ranked Choice Voting Local Option Approved by House State and Local Government Committee

The League submitted a letter of support in partnership with the Association of Minnesota Counties for authorizing all cities to adopt ranked choice voting, consistent with League policies.

A bill that advanced in a House committee Tuesday would give more the greenlight to implement ranked choice voting. Supporters say this gives voters more of a say in who their elected leaders are and forces candidates to appeal to a broader set of the electorate in order to win.

When cities, counties, or school districts implement ranked choice voting, they get rid of expensive, low-turnout primaries in favor of a single, higher-turnout election. Let’s hope the ranked choice voting local options bill passes this year so more voters can feel empowered.
