The Policy

Proposition 1: Establishes Open Primaries + Ranked Choice Voting (Final Four Voting)

✅ Good for voters: Ends Idaho’s closed primary system and creates a non-partisan primary election, open to all voters regardless of party affiliation.

Background

Thanks to Idaho’s existing closed primary system, 270,000 independent voters have been excluded from primary elections in their state. This initiative sought to end that by 1) creating a non-partisan primary open to all voters, where 2) the top four vote-getters advance to a general election where voters will rank the candidates in order of preference. The coalition behind the initiative, Idahoans for Open Primaries, submitted their signatures in early May to qualify for the November ballot. You can learn more on their website.

Who’s Involved?

The coalition included the Veterans for Idaho Voters, Idaho Chapter of Mormon Women for Ethical Government, North Idaho Women, the Hope Coalition, Reclaim Idaho, and Republicans for Open Primaries.
