The Policy

Question 1, a proposal to repeal Ranked Choice Voting

Bad for voters: Ranked Choice Voting has been shown to help fix political gridlock, ensure elected representatives earn the support of a majority of voters in their districts, and turn campaigns into more positive affairs in many cities and states across the country, but despite the success of this reform, opponents of this reform attempted to repeal in.

Background

Bloomington is one of five Minnesota cities to use ranked-choice voting for mayoral and city council elections, and it has been used successfully for the past two elections. But opponents of the reform tried to change that, and put a repeal question on the ballot in November 2024. They said RCV is “confusing” and “an election security issue”, but a 2021 exit poll of Bloomington voters by FairVote Minnesota found that 77% of voters found RCV to be simple to use, and 61% liked and wanted to keep using it. Unfortunately, this was part of a broader anti-RCV campaign happening in the state: in 2023, there was a similar repeal effort in Minnetonka which was rejected by voters by even wider margins than it was passed.
