Question 1: Campaign Finance Reform, limit contributions to SuperPACs

Background

This ballot initiative would limit on contributions to political action committees making independent expenditures (AKA “SuperPACs”) to $5,000 annually, which would apply to contributions from individuals, business entities, and other political action committees. In 2010, a federal court struck down similar limits on SuperPACs contributions in a case called Speechnow.org v. FEC, but the Supreme Court hasn’t ruled on the issue yet. This initiative is designed to challenge that precedent with the hope that it will create a legal challenge that reaches the Supreme Court, giving the Justices the opportunity to reverse Speechnow.org and restoring our ability to put reasonable limits on dark money.
