Only 5-10% of Bloomington voters participate in the summer primary to decide who ends up on the ballot in November for mayor and city council. Ranked Choice Voting (RCV) eliminates the low-turnout, costly primary and allows all candidates to run in November, when voter turnout is higher and more representative of the diverse community.
