The Policy
The RCV for Presidential Primaries Bill (HB 1592) would let Washington voters rank their choices in presidential primaries. If their top choice drops out, or if their favorite candidate doesn’t have enough support to win delegates, their vote will count for their next choice.
Background
In the 2020 Democratic Presidential Primary, 25% of Washington voters mailed in their ballot for a candidate who dropped out before primary election votes were counted. These voters were left without a say.
With Seattle adopting RCV for primary elections in 2022, there is now real momentum to pass a statewide RCV bill.
