The Policy

Bill S.32 would establish Ranked Choice Voting for presidential primary elections in the state of Vermont.

Background

Presidential primaries are often crowded with many candidates and with the rise of mail-in ballots, there’s real concern that a candidate could drop out of the race before a mail-in vote for them is counted.

Passing a RCV bill would ensure that if a voter’s top candidate does not win, their vote can still count toward their second preference. With this bill, no voter would feel that a vote they cast is “wasted” and it would improve Vermont’s presidential elections by ensuring fairer, more representative outcomes in crowded primaries.
