Background

The initiative process is the essence of direct democracy, allowing voters’ voices to be heard by collecting enough signatures to refer popular legislation to the ballot. But lawmakers in North Dakota want to diminish that power. This past legislative session, the Legislature referred a question to the ballot that would require citizen-initiated ballot measures to pass in two separate elections. This unnecessarily undermines voters’ power and voice in the direct democracy process.
